TALAAN, the Teachers' and Administrators' Learner-centric Almanac and Analytics Nest, is a teacher-first, AI-assisted learner-support information system built on masked Learner Information System data. It brings together learner, class, school, and division views to help teachers, school heads, and administrators identify emerging risks, interpret relevant evidence, and coordinate timely support—without requiring schools to maintain a parallel reporting system. Its public value lies not in prediction alone, but in turning existing learner data into governed, understandable, and actionable information while keeping sensitive records within a secure, access-controlled pathway.
TALAAN supports EDCOM II reform themes on learner support, data-informed governance, and school-level decision-making. It aligns with Q-BEDP priorities on learner-centered support, early warning, and system performance, as well as Philippine Development Plan goals on human capital development. Because TALAAN uses learner-level data, responsible AI and data governance are treated as core system requirements rather than add-ons.
OUPPE provides strategic sponsorship and direction, while OUOPS, ICTS, SDO Las Piñas, and the pilot schools support operational alignment, data access, and school-workflow validation. ECAIR is responsible for building, piloting, and evaluating the system while the appropriate long-term operational owner and stewardship arrangements are being defined.
The pilot covers three secondary schools in Las Piñas and will engage teachers, school heads, and division personnel in real-world validation. TALAAN's Data Governance Framework has been signed by Undersecretaries Fita Aldaba and Malcolm Garma, and the team is preparing the pilot version for rollout.
