SIBOL, the Strategic Investment for Building Optimal Learning, is a national decision-support framework for planning investments in learning resource infrastructure and distribution. It applies geospatial analytics, demand modeling, and optimization methods to support evidence-based decisions on where education investments can most effectively improve access to learning resources.
The framework enables DepEd to assess potential Library Hub locations, estimate infrastructure and resource requirements, define service areas, and evaluate alternative investment scenarios. It integrates accessibility, demand, and operational considerations into a structured, data-driven methodology for infrastructure and investment planning.
SIBOL supports national priorities on equitable access to learning resources, foundational learning, and evidence-based public investment. Its methodology is designed to be repeatable and adaptable, allowing it to support successive planning and investment cycles as new data and planning requirements become available.
The Bureau of Learning Resources serves as the process owner and primary implementing partner. ECAIR developed the framework and continues to support its implementation through methodological enhancements, data updates, and technical assistance for planning and investment decision-making.
