TAHANAN—Transforming Agencies through Harmonized, Accessible, and Networked Analytics for the Nation—is a cross-agency data harmonization blueprint linking DepEd, CHED, and TESDA. It addresses the fragmentation that makes it difficult to track learner pathways across education and workforce systems. Its public value lies in providing a clearer coordination framework and data architecture for understanding the lifelong journey of Filipino learners.
TAHANAN supports EDCOM II reform priorities related to system coordination, lifelong learning, and governance across education agencies. It also aligns with Q-BEDP priorities on data governance and learner pathway visibility, PREXC requirements where interagency planning affects education programs, and Philippine Development Plan priorities on education-workforce alignment.
Following the handover, the Education and Workforce Development Group serves as the receiving process owner. DepEd, CHED, TESDA, and EWDG are the primary partners. ECAIR's role has shifted from blueprint development to technical advisory support.
The handover to the Education and Workforce Development Group has been completed, and ECAIR now serves in a technical advisory capacity, supporting EWDG through advisory work and the development of terms of reference for the data architecture.
