STRIVE, the STRIDE Infrastructure Progress Visual Estimator, is a computer vision workflow for estimating the progress of school infrastructure construction through image annotation and object segmentation. It aims to make construction monitoring more consistent, explainable, and scalable across school-building projects. Its public value lies in providing better visibility into infrastructure delivery, particularly when progress evidence must be interpreted across multiple locations.
STRIVE supports EDCOM II reform priorities related to infrastructure, governance, and evidence-based implementation monitoring. It also aligns with Q-BEDP priorities on school facilities and enabling learning environments, PREXC requirements for infrastructure project monitoring, and Philippine Development Plan priorities on public investment delivery.
ECAIR works closely with the Education Facilities Division, which serves as the process owner and primary partner, with approval support from the Office of Undersecretary Cabral. ECAIR's role is to develop the annotation and computer vision methodology and align it with operational rules for assessing construction progress.
STRIVE has received a substantial initial batch of infrastructure images and is progressing toward annotation at the scale required for model training.
