PAARAL, the Platform for Analyzing Access and Resource Allocation in Learning, is an analytics platform for equity-driven voucher and subsidy allocation using geospatial and school-network analysis. It helps DepEd examine public-private school relationships, absorptive capacity, regional subsidy mismatches, and the tuition-subsidy gap so limited assistance can be better targeted. Its public value is stronger evidence for decisions that affect learner access and the use of public funds.
PAARAL supports EDCOM II reform themes on equity, access, and resource allocation by improving the evidence base for subsidy decisions. It aligns with Q-BEDP access and equity goals and Philippine Development Plan priorities on inclusive human capital development.
ECAIR works closely with GASS, especially on the subsidy and assistance workflow, and with PEAC and the Office of the Secretary as key partners. ECAIR's role is to provide analytics support, surface allocation patterns, and help resolve data issues that affect policy interpretation.
PAARAL's phase 2 analytics have been completed, and the project continues to support ad hoc analytics for GASS and budget discussions.
