The Bayang Bumabasa Initiative uses ECAIR's policy analytics capability to help identify schools that should be prioritized for literacy interventions. The work brings together literacy assessment signals, school-level conditions, and LGU fiscal context so decision-makers can see where need, readiness, and resource constraints intersect. Its public value is practical: better targeting helps literacy support reach schools where it can address foundational learning gaps more deliberately.

In terms of alignment, the project supports EDCOM II reform themes on foundational learning and learning recovery by giving literacy teams a clearer evidence base for prioritization. It aligns with Q-BEDP goals on improved learner outcomes and with Philippine Development Plan priorities on human capital development. Its AI and data governance alignment is focused on responsible use of education data for public-sector planning rather than automated decision-making.

In this project, ECAIR partners with the DepEd literacy program leadership responsible for deciding where and how literacy interventions are deployed. ECAIR's role is to provide the targeting framework and analytical method, while implementation decisions remain with the offices leading the literacy agenda.

The targeting framework was delivered in Q1 2026.
