SIKAP, Strengthening and Improving the Knowledge Advancement of Aspiring Principals, is ECAIR's first data-driven policy research output. It links school-leadership assessment data to questions of leadership readiness, school performance, and professional development. Its public value is demonstrating how evidence can move from research into an adopted policy decision.

SIKAP supports EDCOM II reform themes on school leadership, teacher and leader development, and evidence-based policy. It aligns with Q-BEDP priorities on professional development and school governance, and with Philippine Development Plan goals for education workforce capability. Its AI and data governance alignment focuses on responsible use of assessment analytics and careful interpretation of results that may affect leadership development pathways.

BHROD and NEAP are the process owners and primary office partners of ECAIR, with six DepEd regions and SEAMEO INNOTECH contributing to validation and research support. ECAIR's primary role is to conduct the data-driven policy analysis and support translation into a public working paper and policy conversation.

The policy brief was turned over to NEAP and adopted by NEAP and EDCOM II.
